第四条 各地方金融监管部门承担融资租赁公司非现场监管主体责任，负责本地区融资租赁公司法人机构非现场监管工作。
Article 4: Each local financial regulatory authority shall be in charge of and responsible for the off-site regulation of the financial leasing companies as legal persons within its jurisdiction.
融资租赁公司跨省、自治区、直辖市设立的分支机构和特殊项目公司（SPV)，其非现场监管工作由融资租赁公司法人机构注册地地方金融监管部门负责，分支机构和特殊项目公司（SPV)所在地地方金融监管部门予以配合。
The local financial regulatory authority in the jurisdiction where any financial leasing company is registered as a legal person shall be responsible for the off-site regulation of the branches and special purpose vehicles (SPVs) established by such financial leasing company in different provinces, autonomous regions, and municipalities directly under the Central Government, and the local financial regulatory authority in the jurisdiction where any such branch or SPV is located shall cooperate in the regulation.
分支机构和特殊项目公司（SPV）的监管指标和业务指标与融资租赁公司法人机构合并计算。
The regulatory indicators and business indicators of such branches and SPVs shall be calculated in combination with those of the financial leasing company as a legal person.
建立分支机构、特殊项目公司（SPV)所在地与融资租赁公司法人机构注册地监管协作机制，共享融资租赁公司法人机构及其分支机构、特殊项目公司（SPV)监管信息。
A cooperative regulatory mechanism between the jurisdictions where the branches and SPVs are located and the jurisdiction where the financial leasing company is registered as a legal person shall be established to share the information on the regulation of the financial leasing company and its branches and SPVs.
