1. By virtue of the provisions of Section 5(3) and Section 8(11) of the Building Control Act, B.E. 2522, the Minister of Interior, by advice of the Building Control Committee, issues Ministerial Regulation as follows:
译文: 依照《建筑控制法》(B.E.2522)第5(3)款和第8(11)款的规定,经建筑控制委员会建议,内政部长特此颁布以下《部长条例》:
2. If the site supervisor is not at the site, a substitute site supervisor must be appointed in place. However, this shall not withdraw the liability of the site supervisor.
译文:现场监理不在现场的,应当指定他人代为履行职务。指定他人代为履行职务的,不免除现场监理的责任。
3. Any inquiry or order from a building technician or building inspector to the site supervisor or substitute site supervisor shall be deemed as inquiry or order to the permit holder or building implementor.
译文:施工技术员或施工检查员向现场监理或代理现场监理作出的任何询问或命令,应当视为向许可证持有人或建筑施工单位作出的询问或命令。
4. Before starting a construction of a residential building, which is greater than two storeys, terraced building, commercial building, factory, public building, or special building, a building implementor must install a signboard not less than 0.50 meters in width and not less than 1.00 meter in length in the area of the site specified in the building permit. And the signboard must be clearly visible at all times during the construction and prescribed a message as follows:
译文:在开始建造两层以上的住宅建筑或者建造露台建筑、商业建筑、工厂、公共建筑、特殊建筑之前,建筑施工单位应当在建筑许可证规定的场地区域内安装宽度不小于0.50米、长度不小于1.00米的标识牌。在施工期间,标识牌应当始终清晰可见,并注明以下信息:
5. To construct a building adjacent to public area, the building implementor may commence the construction after providing protection from falling debris which may be harmful to health, life, body, or property.
译文:在公共区域附近建造建筑物时,建筑施工单位应当采取坠物防护措施,以保障人员的健康和人身财产安全。
6. In case a site supervisor suspects that existing equipment or construction method may be harmful to health, life, body, or property, the site supervisor must report to a building implementor to rectify or replace the equipment or the construction method into a proper and safe condition.
译文:现场监理怀疑现有设备或施工方法可能对健康和人身财产造成损害的,现场监理应当向建筑施工单位报告,由建筑施工单位采取纠正措施、更换设备或施工方法,使其处于正常、安全的使用状态。
7. In case a building implementor is granted a permission from a local officer to temporarily install, stockpile, or store equipment, building materials, or parts of structural elements in a public area, the building implementor must provide protection from harm to health, life, body, or property and adequate lightings between sunset and sunrise.
译文:建筑施工单位获得当地官员许可,可以在公共区域临时安装、堆放、储存设备、建筑材料、结构元件零部件的,建筑施工单位应当采取保护措施,以防止对健康和人身财产造成损害,并在日落后到日出前提供充足的照明。
8. In case of any reasonable suspicion that the characteristics or quality of the material used is substandard, the permit holder, building implementor, or site supervisor shall without any charge submit an appropriate amount of such building material to a building technician for further inspection.
译文:有任何合理的理由怀疑所用材料的特性或质量不合标准的,许可证持有人、建筑施工单位或现场监理应当免费向建筑技术人员提交适当数量的此类建筑材料,以供进一步检查。
9. To construct a building which is greater than 10.00 meters in height and the horizontal distance from the external building boundary line to public space or land of another owner or occupier is less than half of the height of such building, the permit holder or building implementor must install temporary fence, not less than 2.00 meters in height, enclosing along the perimeter adjacent to such public space or land of another owner or occupier and provide protection of falling debris which may be harmful to health, life, body, or property.
译文:建造的建筑物高度超过10.00米,并且从建筑物外部边界线到另一所有人或占有人的公共区域或土地的水平距离小于该建筑物高度的一半的,许可证持有人或者建筑施工单位必须沿另一所有人或占有人的公共区域或土地相邻的周边安装高度不低于2.00米的临时围栏,并对坠落杂物采取防护措施,以保护健康和人身财产安全。
10. During construction, a building implementor must regularly inspect the strength and safety of scaffolding and shall record and sign inspection report every month, and such report shall be kept on the construction site for a building technician or building inspector to review. Scaffolding erection is subject to the following conditions: To erect scaffolding for building construction which is greater than five storeys or 21.00 meters in height, a building implementor must submit site plan, drawings, and specification documents of the scaffolding, which is designed and calculated by a licensed professional engineer, to a local officer as an evidence prior to an erection of such scaffolding; Metal scaffolding and base plate must bear a load not less than twice the maximum load allowance of such scaffolding and not less than four times of wooden scaffolding.
译文:施工期间,建筑施工单位应当定期检查脚手架的强度和安全性,每月记录和签署检查报告,并将报告保存在施工现场,供施工技术员或施工检查员审核。脚手架的架设应当符合以下条件:架设高度超过五层或21.00米的施工脚手架时,建筑施工单位应当在架设脚手架之前向当地官员提交由有执照的专业工程师设计和计算的脚手架现场平面图、图纸和规范文件,作为证据备案;金属脚手架和底板的承载能力不得小于金属脚手架允许最大载荷的两倍,且不得少于木制脚手架的四倍。
