海关总署公告2018年第60号（关于修订《中华人民共和国海关进出口货物报关单填制规范》的公告）节选
译文： The requirements for filling in the following columns are hereby amended and revised in accordance with the current applicable regulations: Pre-entry Number, Customs Number, Consignee/Consignor within the Territory, Record Number, Mode of Transport, Name of the Means of Transport and the Voyage Number, Consumer or User/Manufacturer or Seller, Exemption Nature, Type of Packaging, Shipping Mark and Remarks, Item Number, Name and Specification of Goods, Destinations/Source within the Territory, Declarer, etc.
2. 修改4个栏目的名称，将“收发货人”改为“境内收发货人”，将“进口口岸/出口口岸”改为“进境关别/出境关别”、将“装货港/指运港” 改为“经停港/指运港”，将“随附单证”改为“随附单证及编号”。
译文：The names of the four columns are amended, of which "Consignee/Consignor" is replaced by "Consignee/Consignor within the Territory", "Port of Import/export" is replaced by "Customs of Entry/Exit", "Port of Loading /destination" is replaced by "Port of Stopover/Destination", and "Accompanying Documents" is replaced by "Accompanying Documents and Their Numbers".
3. 报关单预录入编号为18位，其中第1－4位为接受申报海关的代码（海关规定的《关区代码表》中相应海关代码），第5－8位为录入时的公历年份，第9位为进出口标志（“1”为进口，“0”为出口；集中申报清单“I”为进口，“E”为出口），后9位为顺序编号。
译文：The Pre-entry Number of a Customs Declaration consists of 18 digits, of which the 1st to 4th digits are the code of the Customs to accept the declaration (the Customs Code specified in the "Code Table of Customs Areas"), the 5th to 8th are the calendar year at the time of entry, the 9th is the import/export mark ("1" represents import and "0" export; in case of multiple declarations, "I" represents import and "E" export), and 10th to 18th are the sequential number.
4. 海关编号指海关接受申报时给予报关单的编号，一份报关单对应一个海关编号，由系统自动生成。
译文：Customs Number refers to the number assigned by the Customs to a Customs Declaration upon its acceptance, and each Customs Number corresponds to a Pre-entry Number automatically generated by the system.
5. 根据货物实际进出境的口岸海关，填报海关规定的《关区代码表》中相应口岸海关的名称及代码。
译文：The name and code of the Customs of the port from which the goods are actually imported/exported shall be provided according to the "Code Table of Customs Areas".
6. 以纸质报关单方式申报的，申报日期为海关接受纸质报关单并对报关单进行登记处理的日期。
译文：Where the declaration is made by filing a paper Customs Declaration, the Date of Declaration shall be date on which the Customs accepts and records the paper Customs Declaration.
7. 名称一般填报英文名称，检验检疫要求填报其他外文名称的，在英文名称后填报，以半角括号分隔；对于AEO互认国家（地区）企业的，编码填报AEO编码，填报样式按照海关总署发布的相关公告要求填报（如新加坡AEO企业填报样式为：SG123456789012，韩国AEO企业填报样式为KR1234567，具体见相关公告要求）；非互认国家（地区）AEO企业等其他情形，编码免于填报。
译文：The name shall usually be given in English. Where the name is required to be given in any other foreign language according to the inspection and quarantine regulations, it shall be given after the English name and separated in half-width brackets; In the case of an enterprise in any country/region of AEO mutual recognition, the code shall be the AEO code and shall be in the style required by the applicable announcement issued by the General Administration of Customs (For example, SG123456789012 for AEO enterprises in Singapore, and KR1234567 for AEO enterprises in South Korea. See the requirements in the applicable announcement for details). In other cases, such as AEO enterprises in countries (regions) of non-mutual recognition, the code is not required to be provided.
8. 根据货物实际进出境的运输方式或货物在境内流向的类别，按照海关规定的《运输方式代码表》选择填报相应的运输方式。
译文：The mode of transport shall be selected and provided according to the "Code Table of Transport Modes" based on the actual mode of transport for delivering the goods into/out of the Territory or the flow direction of the goods within the Territory.
9. 监管方式是以国际贸易中进出口货物的交易方式为基础，结合海关对进出口货物的征税、统计及监管条件综合设定的海关对进出口货物的管理方式。
译文：Supervision Mode refers to mode of the Customs' management of import/export goods based on the trading mode of import/export goods in international trade, combined with the conditions of Customs' taxation on, statistics of and supervision over import/export goods.
10. 加工贸易货物报关单按照海关核发的《加工贸易手册》中批注的征免性质简称及代码填报。
译文：In a Customs Declaration for goods under processing trade, fill in the abbreviation and code of the exemption nature endorsed in the "Handbook of Processing Trade" issued by the Customs.
